This retractable belt is as described, and comes ready to mount to a wall. It also has a hole on the bottom with a diameter of 2 5/8″ (9cm) so could possibly be placed on a post, however the wall bracket is welded on there so that wouldn’t look good on the post.
It also includes 3 wall mount clips to hold the retracting end of the belt, so you could mount the belt to a wall, and have the three other mounts go to three walls, or to some other post(s).
